Zainun Prof. Kamal, a professor of Islamic Theology at Syarif Hidayatullah State Islamic University interpret migrated as a journey of a condition that is not civilized to something civilized. According to him, the trend of a stronger meaning of hijrah, actually meaning rather than on intellectual and symbolic meaning.
Therefore, migration is the movement of something that is not civilized (public incivility) to the civilized (civility). Hijrah is to build a civilization based on morality.
